Besides the obvious power equaliser, I suspect the reason why #17 was able to stand his ground so effectively against Piccolo had to do with the extensive research made on everyone Goku ever encountered following the Red Ribbon arc. Dr Gero's knowledge pool would extend to fights that Piccolo had during the 23rd tournament and Saiyan arcs. So if we assume he had that information inserted into his cyborgs' minds, it means #17 would have an in-depth understanding of Piccolo's fighting style and techniques.

The only way I could see Piccolo winning is if he successfully hit #17 with the Light Grenade. Even if by some miracle it worked, he would be easy pickings for #18 who would no doubt be furious at the loss of her brother and out for blood.
Hmm! To play devils advocate (as i agree that piccolo would lose) what would gero's research say about kamiccolo? This is more than piccolo we're talking about, it was an obvious data discrepancy for 16 to feel "two power levels".. maybe piccolo fused with kami (not to mention nails influence) would be enough to scramble the data enough to make an enigmatic problem for the androids?

Just a thought, but either way I think it ultimately ends in piccolo going down to 17. It's as you said, it would take a miracle for piccolo to get 17 with that shot. Given the fact he was nearly finished by an inferior attack I can't imagine 17 having a game of solitaire while he waits for piccolo to charge up the light grenade.
It's difficult to say. Kami practiced the same school of martial arts as Piccolo, iirc. The knowledge pool and mixed energy signatures emanating from Piccolo would no doubt conflict with the data that Dr Gero compiled. Still, Piccolo's fighting style should be about the same unless Nail somehow influenced it.

If you ask me, Piccolo's best chance to landing the Light Grenade would involve him somehow exploiting #17's inability to sense ki - that means catching the opponent by surprise.
